Isnt it possible that Toyota is intentionally causing these p1604 codes to push consumers to buy new vehicles? Seems like a sneaky way to boost sales. Just a thought...

Thats a wild theory, but highly unlikely. Toyota wouldnt risk their reputation and legal consequences for something like that. Its more likely a technical issue. Keep those conspiracy theories in check.
